Mission

The aim of the Homogenous Budget for International Cooperation is to strengthen and integrate the cultural policy of the Ministry of Foreign Affairs and the Ministry of Education Culture and Science. All projects contribute to the international image of Dutch Culture.

Organization

To reflect the cohesion of Dutch foreign policy, the Government funds all its international activities from the Homogenous Budget for International Cooperation (HGIS) - since 1997 the source of all Government spending abroad. A list of HGIS spending items is a transparent guide to the Dutch contribution to international development. HGIS also provides a framework for coordinating policy initiatives and promoting cooperation among ministries.

The council of ministers makes decisions about the distribution of HGIS means after they have been advised by the Council of European and International Matters (REIA). The decisions are prepared by the Minister of Foreign Affairs, the coordinating minister for HGIS. The project proposals are assessed by a committee with representatives of the Ministry of Foreign Affairs and the Ministry of Education Culture and Science. This HGIS committee meets about ten times a year. The Council for Culture advises about the general outline of the Netherlands cultural policy.

Activities

The Homogenous Budget for International Cooperation is spent on:

  • development cooperation;
  • variable costs of peace operations;
  • Central and East European programmes;
  • export instruments of the Ministry of Economic Affairs;
  • the Ministry of Foreign Affairs;
  • attachés (at missions and international organizations);
  • contributions to international organizations;
  • international environmental policy of the Ministry of Housing, Spatial Planning and the Environment;
  • European Union transfers;
  • scholarship programmes of the Ministry of Education, Culture and Science;
  • international cultural activities of the Ministry of Education, Culture and Science.

The HGIS programme comprises:

  1. Thematical projects.

    • Cultural Free Port. These projects contribute to the image of the Netherlands as an international cultural meeting place;
    • Mutual Cultural Heritage. These projects concern amongst others the physical remains of the Dutch colonial past, like the buildings and archives of the Dutch East India Company (VOC) and the Dutch West India Company (WIC).
  2. Projects in countries with priority of the international culture management.

    These countries include the neighbouring countries (Belgium, Germany) and countries with a special historical relation with the Netherlands, like Indonesia, South-Africa, Sri Lanka, India, Ghana and Surinam.

  3. Major manifestations with a visible Dutch cultural contribution.
     
  4. Projects for strengthening the cultural infrastructure.

These projects focus on international cultural networks. These projects are initiated by the Dutch government and mainly implemented by the Netherlands embassies and consulates.
